Counsel Alloys Mutabingwa is the Founder and Chairperson of Aims Capital Associates. He is Former Deputy Secretary General of the East African Community (EAC-2009-2011) in-charge of economic planning, financial sector integration, infrastructure development, investment, promotion and private sector development, among others. He is chairing a National Task Force for the establishment of a Rwanda Branch of the London Chartered Institute of Arbitrators-CIArb (Fellow of CIArb).
